Tracking FEMA Response to Hurricane Fiona and Hurricane Ian

Starting in September 2022, the Texas Appleseed research team monitored FEMA Individual Assistance data related to Hurricane Ian and Hurricane Fiona to assist our partners on the ground. You can find some of our initial findings about the response to these storms in this blog post.

Methodology 

Each week, we download the FEMA Individual Assistance Valid Registrants dataset and filter the dataset for Hurricane Ian and Hurricane Fiona. Additionally, we use the U.S. Census Bureau 2016-2020 American Community Survey 5-Year Estimates for the number of households per county or municipio, depending on the location. We then calculate several fields:

  • The total number of applicants for each county/municipio 
  • The total number of housing determinations that were rejected due to proof of ownership issues (i.e., ownership not verified)
  • The total number of applicants who received critical needs assistance of at least $700, and the number of applicants who received critical needs assistance of more than $700
  • The percent of eligible applicants
  • The percent of applicants who required special accommodations
  • The percent of applications with inspections
  • The percent of housing determinations that were rejected due to proof of ownership issues
  • The application rate per 100 households for each county/municipio
  • The inspection rate per 100 applications for each county/municipio
  • The change in total inspections from the previous week
  • The change in total applications from the previous week

On January 14, we began to map the rate of inspections instead of the rate of applications because the application period had ended for both Hurricane Ian and Hurricane Fiona. Data analyses are conducted in STATA and R. Maps are created in ArcMap, with shapefiles downloaded from FEMA’s GIS data feed for each disaster.
